According to sources close to the Cape Cod Baseball League, they will likely be using the pitch clock that has been introduced in College Baseball this past summer. The current rules in College Baseball are that the pitcher has to throw a pitch once every 20 seconds with no runners on base.
This is an important rule change for the Cape League to continue the NCAA rules while providing the best summer baseball experience in the country. Will other summer leagues follow? We should see.

How is this a bad idea? Why would a pitcher not throw a pitch in 20 seconds with NOONE on base?
